Hi Laurie, There is some interesting discussion here: https://publons.com/blog/who-owns-the-review/ It seems that it would be up to the publisher to set the copyright policy (as they do with authors). Reviewers could then choose whether or not to work with that publisher if they disagreed with the policy. In the absence of an explicit policy, the default should be ownership by the reviewer.
